Paangu™ Terms of Service
Version 2.1 · Effective 20 October 2026
These Terms of Service (“Terms”) are an agreement between CpTecknologys (the short name of Clements Paskal Tecknologys, the business registered under business registration number BN-MJS7QQ9E), of Nairobi, Kenya (“CpTecknologys”, “we”, “us”), and the agency, landlord or company that creates a Paangu account (“the Client”, “you”). By creating an account or using Paangu you accept these Terms on behalf of the Client. If you do not agree, do not use Paangu.
Our promise, in plain words
This summary is part of these Terms. The numbered sections give the full detail.
- Your money is yours. Rent goes straight from your tenants to your own M-Pesa paybill, till or bank. We never hold it, touch it or block it, even if your Paangu bill is late.
- Your data is yours. We use your tenants’ and landlords’ data only to run Paangu for you. We do not look at how much rent you collect to decide what you pay us or how we treat your account, we never sell your data, and we never contact your tenants for our own purposes.
- You always know what you pay, and why. The free plan has no monthly fee. Anything charged per use has its price shown in the app, every use is listed as it happens, and pay as you go never goes over the monthly limit you set. On a paid plan you see and accept your first bill before paying. Prices never go up without 30 days’ notice.
- If a bill is late, we tell you first. Reminders come by SMS and email before anything changes, and every step below is written here in advance. Nothing is ever deleted for late payment.
- You can always leave with your data. Export everything at any time, and for 30 days after the service ends.
1. What Paangu is
1.1 Paangu™ is online software for managing rental properties: recording landlords, properties, units, tenants and leases; raising rent invoices; matching M-Pesa and other payments to tenants; sending SMS receipts and reminders; preparing Monthly Rental Income (MRI) and withholding-tax information; and, where connected, submitting invoices to the Kenya Revenue Authority (the tax authority) eTIMS system.
1.2 Paangu never holds your money. Tenants pay directly into the Client’s own M-Pesa paybill, till or bank account. CpTecknologys is not a bank, payment service provider, money-remittance business, tax agent or estate agent, and does not collect, hold or transfer rent on anyone’s behalf.
1.3 Paangu is a tool. The Client remains fully responsible for its business, its dealings with landlords and tenants, and its legal, tax and regulatory obligations.
2. Your account
2.1 You must give accurate information when you sign up and keep it up to date.
2.2 You are responsible for everyone you add as a user, for keeping passwords and login codes secret, and for all activity under your account. We strongly recommend turning on two-step login for every user.
2.3 Tell us immediately at paangusupport@gmail.com if you suspect unauthorised access to your account.
2.4 You must be at least 18 years old and have authority to bind the Client.
2.5 Verifying your account. To keep free accounts fair and to prevent fraud, the account owner must add their national ID or passport number, tax PIN / tax number and mobile number (and, for a business, its registration number) under More → Verify your account. Until then properties and units cannot be added on the free plan. These details are stored encrypted and used only to check that the same person or business does not open more than one free account; we may refuse or close duplicate free accounts.
3. Your responsibilities
3.1 Accuracy. You are responsible for the correctness of the data you enter or import (rent amounts, tax settings, tax PINs / tax numbers, landlord details, meter readings, payment assignments).
3.2 Tax. Filing and paying MRI, VAT, withholding tax and any other tax, and meeting eTIMS obligations, remain the responsibility of the landlord and/or the Client. Paangu calculates figures from your data to help you, but you must check them before filing.
3.3 Tenants’ personal data. You are the “data controller” for your tenants’ and landlords’ personal data under the Data Protection Act, 2019. You must have a lawful basis to collect it, tell tenants how it is used (for example in the tenancy agreement), and handle their requests. See our Privacy Policy and section 8.
3.4 Third-party accounts. You are responsible for your own agreements with Safaricom (M-Pesa/Daraja), your tax authority, your bank and any other provider, and for keeping the credentials you store in Paangu valid.
3.5 Fair use. You must not use Paangu for anything unlawful, to send unsolicited or abusive SMS, to upload malicious code, to test or attack its security, or to copy, resell or reverse-engineer it.
3.6 Content rules and safety checks. Words, photos and videos that contain sexual or nude content, hate against a tribe, race, religion or group, insults and abusive language, threats of violence, or blood, injury or dead bodies are not allowed anywhere on Paangu. Paangu checks what you write and upload before it is saved and refuses it if it breaks these rules; refused content is not saved. We keep a record that it happened (the account, a fingerprint of the phone number, the internet address, the page, the kind of rule and the time - never the content itself) and a fingerprint of a refused or removed picture or video so it cannot be uploaded again. The first time you get a warning. If it happens again within a year, you are blocked from posting and uploading until CpTecknologys lifts it (people without an account: their phone, and their internet address for 7 days). A block never stops your rent, payments, invoices or records. CpTecknologys may also take down harmful content already on Paangu. If you think a check was wrong, contact support and we will look again.
4. Fees and payment
4.1 How an account starts. A new account starts either on the free plan or with a free trial of 14 days of everything, as shown when you sign up.
4.2 The free plan has no monthly fee and no time limit, for up to the number of units shown in the app. Some features are for paid plans only, as shown in the app. Fees per use (4.3) apply.
4.3 Fees per use. On every plan some things are charged per use, at the prices shown for your plan under More → Subscription & billing:
- each M-Pesa or Airtel Money payment that Paangu receives and matches for you automatically (payments you record by hand are not charged); and, as pay as you go:
- each rent reminder sent to a tenant by SMS or WhatsApp;
- each invoice sent to eTIMS from Paangu (credit notes are not charged); and
- each PDF or CSV report (business performance, landlord statement, year-end pack). The same report downloaded again on the same day is not charged again.
A plan may include some or all of these at no charge, as shown in the app (at the time of writing the paid plans include M-Pesa matching, eTIMS invoices and reports, and a monthly number of reminders; on the free plan M-Pesa matching is free for the first 3 months). The fee per payment is a charge by CpTecknologys to you: it is never deducted from, and never changes, the payment your tenant makes, which still goes straight into your own paybill or till. Nothing is charged per use during a free trial.
4.4 Pay as you go is your choice. It stays off until the account owner or an admin switches it on in the app and accepts the prices. You set your own monthly limit: when it is reached, those tools pause until the next month or until you raise the limit, so you are never charged above it. We email you at 80% of the limit and when it is reached, and whenever pay as you go is switched on or off. You can switch it off at any time.
4.5 One bill a month for use. Fees per use are added up and billed once, at the start of the following month; the app lists every use as it happens (what it was, when, and its fee - never the amount of your tenants’ payments). If a usage bill is unpaid more than 7 days after its due date, pay as you go pauses until it is paid.
4.6 Paid plans and your first bill. You choose a plan (Landlord or Agency) and a billing cycle (monthly, or yearly, which costs less than 12 monthly payments) under More → Subscription & billing - before a free trial ends, or at any time from the free plan. The app shows exactly what the first bill contains and you must tick “I accept this bill” before it is raised. The first bill is:
- a one-time setup fee, which pays for connecting your M-Pesa paybill or till, onboarding your landlords to eTIMS, importing your data and training your team. It is paid once only, and is not charged when you choose yearly billing; and
- your first month or first year of subscription, which pays for hosting, security, backups, the M-Pesa and eTIMS connections, updates and support; plus
- any extra units above those included in your plan, at the per-unit price shown.
Prices are in Kenya Shillings, as shown in the app when you accept (or as agreed with us in writing), exclusive of VAT where VAT applies. You may change your plan or cycle until the first bill is paid. When you move up from the free plan, the first bill is due 7 days after you accept it and your account keeps working meanwhile.
4.7 Opening your account. When the first bill after a free trial is fully paid, your account is opened, either automatically or by CpTecknologys, normally within one working day. We confirm this by email.
4.8 If the first bill is not paid when the trial ends, Paangu is locked: you can sign in only to see and pay your bill (where the free plan is offered and your account fits within it, the account moves to the free plan instead). Your data is kept safe, and tenants’ M-Pesa payments continue to be received into your paybill and recorded. Paying the bill unlocks Paangu.
4.9 After your account is open, you are billed every month or every year, as you chose. You can switch between monthly and yearly from your next bill. Each bill (including usage bills) is due 7 days after it is issued and can be paid in the app by M-Pesa or to CpTecknologys’ paybill using your account number. If a bill is unpaid:
- before and after the due date we send reminders by SMS and email;
- 7 days after the due date, a one-time late fee of 5% of that bill (maximum KSh 1,000) is added (never on the setup fee or on usage bills);
- 7 days after the due date, the account is limited: daily work continues, but new properties, units, tenants, leases, staff and adverts cannot be added;
- 21 days after the due date, the account becomes read-only: everything can still be viewed and exported;
- 45 days after the due date, the account is locked: you can sign in only to pay the bill and to download your own records.
We may change these numbers of days; we will give you at least 30 days’ notice before making them shorter.
At every stage tenants’ M-Pesa rent payments continue to be recorded, and your data is never deleted for late payment. Paying the outstanding amount restores full access immediately. If you are having difficulty, contact us first. We can agree extra time, and while extra time applies there are no late fees or limits.
4.10 Serious non-payment. If a bill remains unpaid after the read-only stage, we may suspend the account under section 11 after giving you written notice. We may then recover the amount owed as a debt through the usual lawful means: first a written demand with a statement of account, giving you at least 7 days to pay or to tell us if you think the amount is wrong, and then, if it is still unpaid, a claim in court (normally the Small Claims Court) for the amount owed and the costs the court allows. Our records of your bills, payments and use of Paangu may be used as evidence. We will never contact your tenants or landlords about your Paangu bill, and we never take money from your M-Pesa, bank or rent ourselves.
4.10A Auto-pay (M-PESA Ratiba) is your choice. You may ask Paangu to set up an M-PESA Ratiba standing order that pays your regular Paangu bill to CpTecknologys’ paybill every month (or year). It starts only after you approve it with your M-Pesa PIN; you can pause or stop it at any time in M-Pesa (for example M-PESA app → Ratiba, or *334#), and Paangu cannot change or stop it for you. Each payment pays your oldest bill first; any extra becomes credit for your next bill. Safaricom’s own terms and any charges for standing orders apply. Download your Paangu statement at any time under More → Subscription & billing.
4.11 SMS and WhatsApp messages are charged only as set out in 4.3. SMS bundles you buy are used before any fee per use for reminders, do not expire, and are not refundable once used.
4.11A Extra services and vacancy boosts. You may order extra services in the app (for example done-for-you set-up, eTIMS registration help or staff training) and boost a vacancy advert (shown first as “Featured” for the weeks you choose). The price is shown before you confirm; instant items are added to your Paangu bill at once, and other services are billed when CpTecknologys arranges them.
4.11B Early clients and referrals. The first 50 businesses to pay for a Landlord or Agency plan keep their plan price and fees per use for 24 months from their first payment. When a business you invited pays its first bill, you and that business each receive one month’s plan fee as credit.
4.11C The Paangu marketplace. The marketplace is a public place where anyone, without an account, can browse and filter adverts for homes to let, houses and estates for sale, land and plots, shops and offices, and house-related businesses.
Packages, and the Paangu client discount. An advert shows on the marketplace with a package (Basic, Standard or Premium) for the number of days shown when you buy it; Premium adverts are shown first with a Featured badge. The prices are shown before you accept. Paangu clients pay only the client share of the price shown in the app (50% unless we give you 30 days’ notice of a change), added to their Paangu bill. Marking a vacant unit “Ready to rent” (the green flag) prepares its advert from what Paangu already knows; it shows on the marketplace once a package is chosen. When a tenant starts a lease on a flagged unit, the flag and the advert are removed automatically. Vacancy boosts are charged at the price shown in the app. People without a Paangu account (“guest advertisers”) pay the full price by M-Pesa before the advert goes live; after paying we may tell them once, by SMS and email, about Paangu plans and the client discount. If CpTecknologys sets the client share to 0%, Paangu clients advertise free. Packages are not refundable once the advert is live, except where the law requires. The commission in (c) applies to everyone.
Your own vacancy pages stay free. The page for each vacant unit and your page of all vacancies, which you share yourself, are included in Paangu and carry no marketplace fee.
Leads and commission. When someone says “I’m interested” on the marketplace, they give their name and phone, tick the units they want and agree that we pass these to the advertiser. If a person who came to you through the marketplace starts a lease (or buys) within 120 days, you pay CpTecknologys a commission: a share of one month’s rent for each unit taken, at the rate shown in the app for that kind of advert (10% for homes to let and for shops and offices unless we tell you otherwise; sales and land carry no commission unless we give 30 days’ notice). For Paangu clients we detect this when that person’s phone number starts a lease in the building they asked about and the first rent is paid, and we add the commission to your Paangu bill; you can also mark it yourself. Guest advertisers mark it on their advert page and pay by M-Pesa. People who reach you through links you shared yourself never carry a commission. If you think a commission is wrong, tell us within 30 days of the bill and we will check it with you.
Your responsibility for adverts. You may advertise only property you own or are allowed to let or sell, with true details, prices, photos and location. You must not ask anyone to pay before they have viewed the property, and you must comply with the law on land sales, the Estate Agents Act and consumer protection. We are not a party to any rental or sale and do not hold or handle deposits, rent or purchase money.
Removal. We may pause or remove any advert that is reported as fraud, is misleading or breaks these Terms, and may refuse future adverts from the same person. Where an advert is removed for fraud, no refund is due.
Guest advertisers accept these Terms (sections 3, 4.11C, 7, 9, 10, 12 and 13, as far as they apply) when they submit an advert. They manage their advert with a private link sent to their phone and must keep it private.
Confirming with tenants. Some weeks after a person from the marketplace says “I’m interested”, we may ask them by SMS whether they rented or bought. If they say yes, we tell the advertiser, who has 7 days to tell us it is not true. If nobody objects, the commission becomes due (for Paangu clients, it is added to the Paangu bill). If the advertiser objects, CpTecknologys decides on the facts and tells both sides.
Minimum commission. Where an advert gives no monthly rent to work from (for example unit rents left at 0), the commission is the minimum shown in the app (KSh 500 unless we tell you otherwise).
Sellers of houses and land without an account confirm their phone with a one-time code and give their name and ID or passport number. CpTecknologys checks the first sale advert of every such seller before it goes live; the paid days start when it goes live. If we cannot approve it, we refund the package.
Photos, video adverts and statistics. We may turn an advert’s photos and videos into a short video advert with music and a spoken description made from the advert’s details; the advertiser may also record their own voice with their microphone (only when they choose to). Photos on public pages carry a small “Paangu Market” mark (the photo you uploaded is not changed). We count views and taps on WhatsApp, Call and Directions for each advert and show these counts to the advertiser.
What you may upload and advertise.
- Limits. Each vacancy advert, and each advert of a Paangu client, can have up to 12 photos and 2 videos. Advertisers without an account can have up to the number of photos and videos of their package (at most 20 photos and 3 videos). A photo can be up to 12 MB (JPG or PNG); we resize it and remove hidden location and camera data. A video can be up to 25 MB (MP4, MOV or WebM, about 15 to 60 seconds), or a YouTube link. We may change these limits, and the app always shows the current ones.
- Only real content about what you advertise. Photos and videos must be recent, of the actual property, land, shop or business in the advert, and must not mislead about its size, state, location or price. You must own them or have permission to use them.
- Not allowed: people who can be recognised (especially children) without their consent; tenants’ private belongings, documents or ID numbers; nudity or sexual content; violence, weapons or drugs; hate, or refusing tenants or buyers because of tribe, race, religion, sex, disability or any other ground protected by the Constitution of Kenya; political campaign material; other companies’ logos, watermarks or copyrighted work; phone numbers, links or payment details written inside photos or videos; property that is not available, already let or sold, or that you are not allowed to let or sell; land with a title you know is disputed or fake; requests for money before viewing; investment or pyramid schemes; and anything that is not property or a house-related business.
- What you allow us to do. You let CpTecknologys store, resize, compress, mark with “Paangu Market”, show and share your photos and videos on Paangu, the marketplace, video adverts and Paangu’s own social media pages, only to promote your advert and Paangu Market. This ends when you delete them, except copies in backups (removed within 30 days) and records we must keep by law or to settle a dispute.
- Deleting. You can delete any photo or video at any time in the app (tap ✕ on it). It leaves public pages at once; copies saved by browsers or other websites may take up to 24 hours to clear and are outside our control.
- Enforcement. We may remove any upload or advert that breaks this section without notice, suspend advertising for repeat or serious breaches (without refund where the breach is fraud), and report illegal content to the authorities.
Advertisements from others on public marketplace pages. Public marketplace pages may show clearly labelled advertisements, including Google ads (Google AdSense), which CpTecknologys can switch on or off. They are never shown inside the Paangu app or on Premium adverts. Google may use cookies to show and measure these ads; see the Privacy Policy.
Notifications. When someone says “I’m interested” in your advert, Paangu shows a notification bubble in the app and, if you allowed notifications on your device, a phone or computer notification, and may send an SMS.
4.12 Price changes. We may change prices with at least 30 days’ written notice. A price rise applies only from the date given in the notice; you may switch pay as you go off, change plan or cancel before then. Lower prices may apply at once.
4.13 Fees already paid are not refundable, except where the law requires otherwise or we agree in writing.
5. Third-party services
Paangu connects to services we do not control, including Safaricom M-Pesa (Daraja), eTIMS, SMS providers and our hosting provider. We are not responsible for their outages, delays, errors, fees or changes to their rules, but we will work reasonably to restore normal service when they recover.
6. Availability and support
6.1 We aim to keep Paangu available at all times but do not guarantee uninterrupted or error-free service. Planned maintenance will, where possible, be done outside business hours.
6.2 Support is available by phone and email during Monday to Friday, 8:00–17:00 EAT, excluding public holidays.
6.3 We may improve and change Paangu from time to time. We will not remove a core feature you rely on without reasonable notice.
7. Intellectual property
7.1 Paangu™, its software, design, logo, training materials and documentation belong to CpTecknologys and are protected by copyright and trademark law. These Terms give you a non-exclusive, non-transferable right to use Paangu for your own business while your subscription is active. No other rights are granted.
7.2 You own your data. We use it only to provide Paangu to you, as described in section 8 and the Privacy Policy.
8. Data protection
8.1 For personal data you put into Paangu about tenants, landlords and your staff, you are the data controller and CpTecknologys is your data processor. We will:
- process that data only to provide Paangu and on your documented instructions (these Terms and your use of the software);
- keep it confidential and ensure our staff and subcontractors are bound by confidentiality;
- protect it with appropriate security measures (including encryption, access controls and activity logs);
- use only the subprocessors listed in the Privacy Policy, and tell you before adding new ones;
- help you respond to data-subject requests and to meet your obligations under the Data Protection Act, 2019;
- notify you without undue delay, and in any case within 48 hours, after becoming aware of a personal-data breach affecting your data;
- delete or return your data when the service ends, as set out in section 11.
8.2 What we do not do. We do not use your tenants’, landlords’ or payers’ data, or the amounts of rent you collect, for our own purposes. In particular, we do not use it to decide your prices, your bills or how we treat your account; we do not sell or rent it; and we do not contact your tenants or landlords for our own purposes. CpTecknologys staff access your data only when needed to provide or support the service (for example when you ask for help), and that access is recorded. To bill you we use only account information such as your plan, the number of units in your account and counts of what was used per use (for example how many M-Pesa payments Paangu received for you) - never the amounts of those payments.
8.3 Anonymous statistics. We may use totals across all clients that cannot identify you, a tenant or a landlord (for example “number of payments processed in a month”) to run and improve Paangu.
8.4 Some of our subprocessors store data outside Kenya (see the Privacy Policy). We transfer data only with the safeguards required by sections 48–50 of the Data Protection Act, 2019.
9. Warranties and disclaimers
9.1 We will provide Paangu with reasonable skill and care.
9.2 Except as stated in these Terms, Paangu is provided “as is”. We do not warrant that it will meet every requirement of your business, that tax calculations are suitable for your particular situation without review, or that third-party services will be available.
10. Liability
10.1 Nothing in these Terms limits liability that cannot be limited by Kenyan law, including for fraud.
10.2 We are not liable for indirect or consequential loss, loss of profit, loss of business or reputation, or for tax penalties or interest caused by incorrect data, late filing, or the failure of a third-party service.
10.3 Our total liability arising from or in connection with Paangu in any 12-month period is limited to the fees you paid us in the 12 months before the event giving rise to the claim.
10.4 You will compensate CpTecknologys for claims by third parties (including tenants, landlords or authorities) that arise from your breach of these Terms or of the law.
11. Ending the service
11.1 You may cancel at any time with 30 days’ notice. We may end the service with 60 days’ notice, or immediately if you seriously breach these Terms.
11.2 After the service ends you have 30 days to export your data (reports and CSV export). After 90 days we delete it, except where the law requires us to keep it longer. Kenyan tax law generally requires tax records to be kept for at least five years — you are responsible for keeping your own copy of your records.
12. Changes to these Terms
We may update these Terms. We will give at least 30 days’ notice of material changes by email or in the app. Continuing to use Paangu after the change takes effect means you accept the new Terms.
13. Law and disputes
13.1 These Terms are governed by the laws of Kenya.
13.2 The parties will first try to resolve any dispute through good-faith negotiation for 30 days. If it is not resolved, it will be referred to mediation and, failing that, to arbitration in Nairobi under the Arbitration Act, 1995, by a single arbitrator agreed by the parties (or, failing agreement, appointed by the Chairperson of the Nairobi Branch of the Chartered Institute of Arbitrators). Either party may still seek urgent relief from the courts of Kenya.
